Mr. Kershaw discussed this matter this morning with Sir Michael Walker and Mr. King.

It was agreed that, since the total cost of the Institutes is likely to be greatly in excess of £400,000, it will be reasonable to accept now a commitment of aid funds up to this figure. Once the precise nature of the equipment required has been established, British industry should be invited to make a substantial contribution in addition. This contribution might in part take the form of providing free of charge technicians to instal, and supervise the initial operation of, the equipment provided.

As you will see Mr Kershaw would like, as a result of this meeting, to propose a slight amendment to Mr. Royle's redraft of the first sentence of the second paragraph of the telegram to the Governor. would now read
"... it has now been agreed that HMG will contribute up to £100,000 per Institute
to purchase equipment within a total cost of £400,000 over a period of four years."
