Equipment for Technical Institutes in Hong Kong.

You asked me to consider the question of publicity for HMG's gift of £4for equipment for the four proposed technical

institutes.

In response to Hong Kong's telegram asking whether the money could be allocated to the Polytechnic as they have not yet decided whether to build the four institutes (one institute is about to be proposed by the H.K.Government), they have been void that the money is for the institutes only and a response from Hong Kong is awaited.

Although it is unlikely that the Governor will refuse the gift, he may feel that we are exerting undue pressure on him if we make public the offer of assistance. Since, however, there is a P.Q. for answer on 22 March on social services in Hong Kong, this could provide a convenient opportunity of publicising the gift without the Governor feeling that he has been rushed unduly.

4. I recommend that, if no reply is received from Hong Kong by 8 March, we should send a telegram to the Governor telling him about the PQ and saying that we propose to refer to the gift if the subject of technical education is raised in a supplementary question. A draft telegram is attached for consideration.
