EQUIPMENT FOR TECHNICAL INSTITUTES

PROBLEM

1. In his telegram No. 175 Sir D Trench proposed that the

grant of £400,000 towards the cost of providing equipment for

Hong Kong Technical institutes should be announced without

mentioning any particular number of institutes, and that the

grant should be applied over an unspecified period, at the rate

of £100,000 per institution as and when individual projects

were approved as part of the public works programme. Mr Royle

has already agreed that we should not make any announcement

about this grant until we have made more progress with the

negotiations over the defence contribution.

ARGUMENT

2. Both the ODA and the DTI have agreed to the Governor's

proposal to apply the grant over an unspecified period, but

the latter have stressed that this should be on condition

that the grant is given specifically for technical institutes,

and not for technical education generally, and that it is

applied strictly at the rate of £100,000 per institution.

both these points are clearly mentioned by the Governor himself

in his telegram of 13 March this should present no difficulty.

RECOMMENDATION

3. I recommend that the Governor's proposals be accepted,

and a reply sent to Hong Kong in terms of the attached draft

telegram.
