1. Mr Royle has questioned the Governor's proposal to apply
the grant over an unspecified period. The difficulty about
specifying a period, at any rate at this stage, is that we
do not know what period to go for. For example, if we stuck
to 4 years and if at the end of that time only 3 institutes
had in fact been built the ODA (or the Treasury) might well
argue that Hong Kong should lose the other £100,000.
I hope
we shall be able to avoid such a situation.
2. I suggest that we might force the issue by sending a
slightly amended telegram of which a draft is attached.
