On his return from London, Mr. P.Y. Tang came to see me to tell me about a conversation he had had with Mr. Royle. He said that at this meeting, the possibility of a substantial grant from Britain to assist in setting up the new Polytechnic, which as you know is now under active consideration, was discussed. I understand that Mr. Tang expressed the view that the time was most opportune for H.M.G. to demonstrate to the people of Hong Kong its concern for their continued economic progress and prosperity in a future in which technology will play an increasingly significant role · a general statement which I naturally endorse.
Mr. Tang, I understand, said he could think of no better way in which British support could be manifested than in the fulfilment of an earlier verbal promise of a £1 million grant for technical education of which amount, there has already been correspondence between us in respect of £400,000.

While the earlier verbal promise referred to was not made in my presence, I can of course warmly support Mr. Tang's general proposition.
