Against that background therefore it was with some considerable dismay that we read Tang's letter to Mr Royle of 11 Fay, of which a copy is attached, and also your two letters to me of the same date. It is particularly annoying that this complication has arisen now when we are in the middle of the defence contribution negotiations. Mr Royle thinks however that we must make it quite clear to Tang as soon as possible that there is no commitment on the part of HMG to provide a grant for the Polytechnic. Subject to any views you may have, Mr Royle would like you to convey the attached message to Tang at the best possible moment from the point of view of the defence contribution negotiations. If you consider that the message should be altered in any way would you please let us know by telegram.
