4. PROPOSAL TO PROVIDE ASSISTANCE TO THE TECHNICAL INSTITUTE PROGRAMME FROM
ODA
4.1 The proposal that £100,000 worth of equipment be provided for Tsuen Wan
Technical Institute would appear to be rather academic in view of the fact
that this institution will not be completed until 1974/75. It should not
normally be necessary for the staff to start purchasing equipment until the
1973/74 period and the greater part of the money will therefore not actually
be spent until the following financial period. It appears to the Adviser much
more important to ensure that the existing institute is well founded particu-
larly since some of the work, for example in textiles, is to be transferred
eventually to Tsuen Wan. It is therefore now recommended that consideration
be given to offering to provide the equipment element in the development
proposed at 3.2 should this be agreed by the Secretariat in the near future,
without prejudice to considering assistance for Tsuen Wan at a later date.

5. PREVOCATIONAL EDUCATION
The
5.1 A considerable part of the discussion in the Education Department and the
subsequent visits to the Prevocational Schools of St Francis and St Godfrey
was spent in discussing the most appropriate type of education and training at
this level which would be suitable for youngsters entering occupations on
leaving school and who would otherwise be unable to progress through the normal
school system, technical or general, either from lack of places or from lack
of ability. Of the two schools seen the most imaginative was undoubtedly the
St Francis School, operating under Mr J R Scholz, whereas St Godfrey's tended
to have a much more academic approach; it would appear that the Headmistress,
Mother Remalda, was anxious to convert the girls' side into a high school. The
facilities are quite good, it is the approach that needs to be changed, educa-
tion being coupled with providing the young people concerned with a basic skill
