VISIT TO HONG KONG, 13-16 JUNE 1971
1. The Adviser arrived in Hong Kong from Seoul at 17.40 hours on the 13 June
by CX411 and was met by Mr Waters, the Principal of the Morrison Hill Technical
Institute. His programme over the ensuing three days included visits to the
Morrison Hill Technical Institute, St Francis Pre-vocational School in Cain Road
and St Godfrey's School. The Adviser also had discussions in the Education
Department and with Mr Old, the Director-Elect of the new Polytechnic. On the
16 June he visited the International Computers Limited office for discussions
regarding the Korean project and eventually left for Bangkok at 22.30 by flight
BA807.

THE MORRISON HILL TECHNICAL INSTITUTE
2.1 The Institute is primarily concerned with basic craft training although
it also provides more advanced instruction in both the electrical and business
studies field. It is housed on a very restricted site on Hong Kong Island and
occupies a newly erected multi-storey block. The classrooms are large and airy
but the workshops and some of the laboratories are on the small side. The
workshops call for particular comment because not only are they far too small
but also they are too low. It is of course recognised that space is at a
premium in Hong Kong but even so it would have been better to put another floor
on to the building and allow more room in the shops. It is particularly
unfortunate that this should be so when the Staff are so anxious to give an
emphasis to the practical aspects of the work. The Centre is basically equipped
at the craft level but more equipment is required if it is to do its job
properly and particularly if, as is understood will be the case, it is to offer
industrial technician training.
2.2 The administration of the Institute is now established and appears to be
working well. It is, however, on the teaching side that the most satisfying
