I attach two copies of a report by Mr T W Gailer, our Assistant Adviser on Technical Education, on his recent visit to Hong Kong.
In the normal course of events I would expect to send copies of this report to Hong Kong. I have not yet done so however, because you may wish to react first to paragraph 4. This seems to resurrect a proposal which was specifically ruled out by you, with ODA concurrence, in your telegram No 183 of 3 March 1971 to the Governor. I should be grateful for your comments on the report.

Apart from the point mentioned by Mr Freeman above, Mr Gailer's viers on priorities in technical education are interesting (see para 2.3 He sees industrial training centres as being more effective than th proposed technical institutes.

In view of the strict terms of our offer of £400,000 (Folio 27) I presume that Mr Gailer's suggestion of ODA assistance towards equipment for Morrison Hill is out of the question (para.3.2. & 4) 4. If this Report is sent to Hong Kong (as it must, I presume) foresee difficulties if Mr Gailer's suggestions are taken up. Perhaps we should make it clear that we are still abiding by the original conditions in a covering Saving Despatch.
