GAILER REPORT ON TECHNICAL EDUCATION IN HONG KONG

Not for the first time we have received a report which to some extent adds to the complications of the earlier problem. My own view as Head of the relevant ODA department (and I regard my function here as being simply that of a finance department working for the FCO) is that Mr Gailer's suggestion about putting money into the Morrison Hill Institute is not a helpful one and and it should not be pursued.

Your Minister made it very clear in the joint Submission some months ago to the Foreign Secretary that it was the four new projected technical institutes that he was interested in; the Governor proposed that the money should be spent on some thing else he was given a very clear negative. I would not therefore expect you to want to change course now. I think that the money that we have promised should remain for the purpose for which we have made provision in our long term estimates. Do you agree please?
