1. A reply is required to the attached letter addressed.

to Mr Royle by the Hong Kong Federation of Students.

2. The first paragraph of the letter refers to a meeting

with Mr Royle in January of this year: I can trace no record

on our departmental files of any such meeting but Mr Logan

may have some information about it in his office.

Paragraph 6 of the letter refers to the Second Report

of the Chinese Language Committee (copy attached

onwards refers).

4. The penultimate paragraph of the letter refers to a

demonstration organised by the Federation on 7 July in

Yu Tai (Sen Ka Ku) Islands.

It is clear from the letter and its enclosures that the

Federation has given a great deal of thought to the Chinese

Language issue and that the views expressed in the letter

have already been made known to the Chinese Language Committee

in Hong Kong.

6. The Chinese Language Committee has now produced its

first three reports all of which have been tabled in the

Legislative Council. The recommendations in the first

report have been accepted in principle by the Hong Kong

Government and the second and third reports are still under

consideration.
