I am replying to your letter of 22 July to Mr. Royle on the subject of the recognition of Chinese as an official language in Hong Kong.

Mr. Royle has asked me to thank you for your letter which he regards as a thoughtful contribution to the deliberations on this matter. He notes that the views of your Committee have already been conveyed to the Chinese Language Committee in Hong Kong whose fourth and final report is now awaited. Therefore in the circumstances he feels that at the present time it would not be appropriate for him to express any opinion on the matters raised in your letter.
