Your Excellency,
We indicated in our last report that we would submit a fourth (and final) report containing further recommendations on subjects within our terms of reference. We now have pleasure in submitting this final report.
2. We should first perhaps recapitulate briefly the work that we have done since our appointment on 21st October, 1970.
3. At the outset we decided to examine to what extent Chinese can have equal status with English in the following three aspects, each of which, as you are aware, having been the subject of one of our three interim reports:
(1) Meetings of the Legislative Council, Urban Council, and
Government Boards and Committees.
(2) Oral and written communication between Government and
the public.
(3) Court proceedings and the language of the law.
4. All of our interim reports have been based not only on our own investigations but also on discussions with interested organi- zations and individuals, as well as on written representations received from individual members of the public and community organizations. At Appendix A is a list of all the organizations and individuals with whom the Committee has had discussions and at Appendix B is a list of the various categories of written representa- tions received by the Committee as a result of its appeal to the public for opinions and suggestions dealing with the three aspects that it set itself to investigate.
5. Today marks the 46th Meeting of our Committee. Through- out our deliberations, we have placed supreme emphasis on practicalities and firmly believe that what we have so far recom- mended and are recommending in this final report would, if implemented, meet the practical needs of bilingualism in our community.
