Your Private Secretary wrote on 29th July 1971 the circumstances (the Chinese Language Committee in Hong Kong whose fourth and final report is now awaited) he feels that at the present time it would not be appropriate for him to express any opinion on the matters raised in your letter!. Now that the fourth and Final report has been submitted for nearly two months, I would appreciate if you would kindly respond to the points I raised in my letters.
