I am replying to your letter of 29 September addressed to Mr. Royle on the subject of the use of Chinese as an official language in Hong Kong.

The four reports produced by the Chinese Language Committee have now been presented to the Government of Hong Kong and it is for that Government to consider the recommendations made by the Committee. Mr. Royle has noted the comments contained in your letter, but pending the outcome of the Hong Kong Government's consideration of this matter he does not consider that it would be appropriate for him to express any views on the subject.
