Dear Sir,
Please refer to your letters dated 30 August and 9 October 1971 to the Parliamentary Under-Secretary of State, Mr Anthony Royle, on the subject of the enactment of legislation to give Chinese and English equal status in Hong Kong.
I have been asked by the Foreign and Commonwealth Office, to whom your letters were passed for attention, to reply on Mr Royle's behalf and to say that Mr Royle understands that the Hong Kong Government is now considering the various recommendations contained in the reports of the Chinese Language Committee. He also understands that the Language Action Committee of your Federation is in direct communication with the departments of the Hong Kong Government concerned on certain aspects of this matter.
In the circumstances and pending the outcome of the Government's deliberations on the subject, Mr Royle does not consider that it would be appropriate for him to express any views on the matters raised in your letters.
I have also been asked to convey to you Mr Royle's apologies for the delay in replying to your letters.
