It is based on the information

A draft reply is attached.

in Hong Kong telegram No 899.

2. At the present time there are two major kinds of secondary

schools in Hong Kong:

3.

(i) The Anglo-Chinese schools (which form the majority)

in which all subjects, except Chinese, are taught

in English.

(ii) The Middle Schools, which teach all subjects,

except English, in Chinese.

The Chinese Language Committee (set up to examine the use of Chinese in official business) touched upon Hong Kong's

educational system in paragraphs 17-23 of their Fourth

Report.

They concluded that both English and Chinese are of

equal importance to Hong Kong and that "ideally we should have

an educational system which places equal emphasis on both

languages".

4. There have been no previous Questions on this subject.
