Thank you for your letter HKK 8/3 dated 10th November, 1971 in which you enquired about progress on the four reports of the Chinese Language Committee. The attached position paper gives details of the progress made on the implementation of the First Report and on the processing of the later reports.
One of the more important recommendations of the Chinese Language Committee is that there should be a central authority to keep a check on the extent to which the current official policy is being followed. Although we are inclined to agree with this recommendation in principle we have had some difficulty in deciding what form the authority should take and where it should be located. However, once these points have been cleared up, I hope that the Second Report can be submitted to Executive Council in the fairly near future.
We shall, of course, let you know as soon as the Second Report has been accepted by the Governor in Council and we will keep you informed of further developments from time to time.
