Dear Sir Leslie,
I enclose copy of a telex message received this morning from Hong Kong, which I think will be of interest to you because it does reflect what I feared would be the reaction in the Colony to the imposition of cotton textile quotas as well as tariffs. Assurances were certainly given that this would not happen.
In the eyes of the people of Hong Kong, I think it will be understandably construed as yet one more piece of evidence that H.M.G. has no real concern for what is supposed to be a dependent territory. This decision, coming on top of the U.S.A. restrictions, is extremely disappointing.
