We spoke on the telephone about the attached telegram from various textile and garment associations in Hong Kong. Their main objective to obtain immediate consultations between the two Governments on our decision to retain quota controls on cotton textiles has been overtaken by events. They will of course now be aware that the first round of talks has taken place, and will be resumed in January. In the circumstances, do you agree that the telegram does not call for a reply?
