I should add that the domestic producers are beginning to get wind of our intention, parliamentary considerations permitting, to give duty relief and are developing strong opposition to the notion. I do not think that we should bo deterred by this from seeking the necessary powers. But if we fail to get them, and also did nothing to enforce the quotas, we could expect a fairly rough ride in Lancashire.
