1. One of the points that we shall need to cover when we brief Ministers for any Ministerial meeting on future textile policy will be to ensure that, in whatever actions they take, they do so in full knowledge of previous statements by the present Government on having only tariffs in 1972; this will be particularly necessary in the case of Hong Kong and India and I would be grateful therefore if you could provide me (for India) something similar to the attached Note prepared on Hong Kong.

My recollection is that the main statements to the Indians have been:-

(i) those when Mr Mishra visited Britain in May;
(ii) Mr Noble's letter in May to Mr Mishra;
(iii)
the Secretary of State to the Indian visitors on 1 November.
You might however be able to suggest some others.
