1. We have been boking through our papers to see if we could find anything to reinforce the statements referred to in the note attached to your minute to Mr Morgan of 5 November.

2. I am attaching a copy of a series of saving despatches exchanged between ourselves and Hong Kong since February 1970, These show only too clearly the lengths to which we went to convince the Hong Kong Government that our policy of tariffs and no quota restrictions on imports of cotton textiles would run at least until we entered the EEC.
