16. There are disadvantages in any of the above courses,
(a) may
be expensive in terms of compensation or ineffective in terms of
restrictiveness, (b) involves considerable negotiating effort and the
use of various threats and other diplomatic leverage (cf. the recent
US restraint agreements with Asian suppliers of non-cotton textiles),
(c) involves the simple disregard of international obligations which
may have repercussions across a much wider field. Nevertheless, other
countries have resorted to these measures in the past and ultimately
we are the judge of whether circumstances require us to follow any of
these courses.

17. This deals only with explicit obligations imposed by international
agreement. Other international obligations which we recognise
towards the Commonwealth or arising from other foreign policy
considerations ご are dealt with in the discussion of the different
options considered in subsequent sections of this submission.
