At the same time it would undoubtedly

help vis-a-vis both the Community and the

developing countries if we were to bring

textiles in general within the scope of our

UNCTAD CPS Offer on the basis of duty-free

quotas after the pattern of the EEC's offer. Ministers rejected this proposition a year ago because of the difficulties it would

bring with the UK textile industry.

But

we are going to have to adapt to the EEC's

gement

GPS arrangements in any case from the

beginning of 1974, and the objections to

the inclusion of textiles in our GPS offer

would largely fall away if quantitative

restrictions were, re imposed before then.
