1. Your circular minute of 8 November enclosing DTI's draft submission together with a draft brief and speaking notes for the Secretary of State.
The position on duty-free quotas (paragraph 39 of the DTI draft submission) is as usual rather less straightforward than DTI suggest. I attach draft additions to your brief and speaking notes covering this point and which I hope are self-explanatory. Mr Simmons has seen and approved.
