I had intended to come to EPC myself this morning to oppose the proposals of the Secretary of State for Industry on cotton textiles. Unfortunately, Rhodesia and Pakistan make it very difficult for me to get away and I have asked Tony Kershaw to come in my place. I hope you will forgive my absence.
I would only add that I do feel very strongly that the course proposed by the Secretary of State would be extremely harmful to our relations with Hong Kong and could lead to serious political developments there. I know Tony will put the case strongly but if the Committee wish to endorse the Secretary of State's view, I think that Alec would like his position reserved to raise the
matter in Cabinet.
