for such additional licences should be made as and when
the importer has received firm offers from his supplier
(of which evidence should be produced) before he enters
into any firm commitment with the supplier. When first
applying for licences importers should give particulars
of all orders covered by irrevocable letters of credit
placed before November 1971 and particulars of al
licences issued to them in 1971 for imports of cotton
textiles from the country in question. No assurance,
of course, can be given that it will be possible to meet
all applications, and any imports in excess of the quotas.
