You will recall that during the third session of the
consultations with the Hong Kong Government officials
on 24 November 1970, the Governor raised the question
of the application of the tariff on imports of
Commonwealth cotton textiles in the UK with effect
from 1 January 1971 and asked for consultations on
matter
the possibility of decalage in the implementation of
the tariff.
In his saving despatch No. 28 of 8 January, of which I

enclose a copy, the Governor of Hong Kong now asked

for consultations on this matter which he suggests might
be held in London in either late January or early
February. In this connection you may wish to refer to
Hong Kong saving despatch No. 237 of 24 February 1970;a
