UK TEXTILE POLICY - HONG KONG

You will recall that during the third session of the consultations with the Hong Kong Government officials on 24 November 1970, the Governor raised the question of the application of the tariff on imports of Commonwealth cotton textiles into the UK with effect from 1 January 1971 and asked for consultations on the matter.

In his saving despatch No. 28 of 8 January, of which I enclose a copy, the Governor of Hong Kong has now asked for these consul- tations which he suggests might be held in Londen in either late January or early February. In this connection you may wish to refer to Hong Kong saving despatch No. 237 of 24 February 1970, a copy of which has already been sent to you.

I enclose a draft submission on which I should be grateful to receive your comments. Since Mr Bottomley will not be back from his eastern tour until 11 February, I suggest that in our reply to Hong Kong we should propose "towards the end of February“, I attach a draft telegram to Hong Kong.

I am sending a copy of this letter together with enclosure to Miss Welch in Chemicals and Textiles Division, DTI and to Mr Sloman in Commodities Department, FCO, and would welcome their commenta also on these proposals.
