Exports of Hong Kong Cotton Textiles to Britain in 1971
Thank you for your letter of 15th December 1970.
I now write to express the formal agreement of the Hong Kong Government to the proposal contained in the second paragraph of your letter of 15th December 1970 to extend the terms of the existing Heads of Agreement to 31st December 1971 with 1% growth; on the understanding that in accordance with paragraph E5 of the Heads of Agreement the limits in the specific categories will be further increased by 5% should exports in these categories reach 95% or more of the ceilings established for this year.

I note that you have no objection to Hong Kong exer- cising its right to anticipate up to 81% of the 1971 quotas in 1970.

I note what you have to say regarding Customs definit- ion in respect of blends. I confirm that we will continue to operate our export controls in respect of products in which cotton represents more than 50% by weight of the fibre content.

As regards arrangements beyond 1971, these will, as you know, be the subject of separate discussions probably in January or February of next year. We shall revert to this matter shortly. In the meantime. we must reserve our position on the administration of the 1971 quota insofar as it might be affected by the arrangements made regarding trade in cotton textiles in 1972.
