this proposal continues to enjoy the support of the more forward- looking elements in the industry, but it has a good many critics in Lancashire and it has aroused considerable opposition abroad. It would be particularly unfortunate if, because of a temporary and avoidable bunching of imports, we came under pressure to restore the quotas (as we have said we would do in certain circumstances). Apart from these domestic political considerations, we owe it to our importers and overseas suppliers to achieve as orderly a change- over from quotas to tariffs as we can.
