Thank you for your letter of 5th April about the problem of the transition from a system of quotas for cotton textiles to a tariff on imports from the Commonwealth.
As you know, the Finance Bill is already long and complex. Despite this, I have been able to find room for two proposals of concern to the D.T.I. Both of those proposals would make legislative changes of a permanent character; but the duty relief you are now proposing is simply in order to get over a difficult transition. I appreciate that it would be a neat way of solving an awkward problem, and that alternatives such as adjusting the licensing arrangements so as to secure orderly phasing of deliveries may be unpopular with Commonwealth suppliers or impossible. But nevertheless, I do have to limit the size of the Finance Bill; and there are measures which would help my own Departments which I have had to set on one side. So I am very sorry, but I do not feel that I can find room for the tariff relief.
