The Chancellor wrote to the Minister for Trade on 11 May authorising the drafting of a clause for the Finance Bill to allow temporary relief from import duty on Commonwealth cotton textiles shipped under the quota arrangements. The clause has now been drafted.
He wished to avoid a final commitment to introduce the clause in case the Committee Stage of the Bill ran into unexpectedly rough water. I understand that things are going fairly smoothly and that it is hoped to take new clauses on Wednesday 16 June. If it is to be taken on that day it ought to be tabled this Thursday. My Minister would therefore be grateful for your immediate agreement to proceed.
I am copying this letter to McCormick (FCO).
yours sincerely
