fub-paragraph 1, line 1, amend to read

"The relief is available only for goods originating in

or exported from CPA countries

g) Sub-paragraph 3, amend to read

"DTI must certify that they are satisfied that goods have been exported from the country of origin on or before 31 December 1971 before relief is granted on goods within 1971 quota limits. Certification will be based on evidence submitted in connection with appli- cations to DTI for import licences under the quota controls."

h) Sub-paragraph 6 and paragraphs 7 and 8, delete and substitute

a new main paragraph No.4 as follows

"You should impress on governments of all countries

(whether in CPA or not) the following points

1. Cotton textiles subject to the quotas exported

from all restricted countries before 1 Janury 1971 must be within quota ceilings of this year even if they do not arrive in the United Kingdom until 1972 if an import licence is to be granted. DTI will issue licences for goods exported in 1971 under country quotas on receipt of export certificates and provided goods are within the quota limited. It will therefore be necessary for the governments concerned to continue to issue export certificates for all goods subject to quota restrictions exported up to the end of 1971.

ii. In order to ensure that the quotas for 1971 exports

are not exceeded, it will be necessary to continue individual import licensing for both categories for some time in 1972. Licences will, of course, be freely issued for goods exported in 1972 provided importers can satisfy us as to the date of export.

iii. After the transition period in early 1972, individual import licensing that restricts quantities to be imported will be discontinued and at the same time provision for duty relief outlined above will lapse.

PS I have just seen a letter from the Treasury saying that,

owing to the slow progress of the Finance Bill, the Treasury are now unable to agree to tabling the new clause. however, this minute had by then been typed, I decided to send it forward in case the Treasury can be persuaded to think again.
