obtain from them the necessary waiver of their rights

under the Trade Agreement have also so far been unsuccess-_

ful.

PECOMMENDATION

3. Given that it is still impossible to find time for

a special Bill in the current session of Parliament

(to opt for such a bill in the next session of Parliament

would be to nostpone matters to an unacceptable degree),

the choice remains that when the Secretary of State

intervened in April ie between the inconvenience of

including a provision in the Finance Bill, with all the

advantages which such provision would lead to, and the

considerable resertment which failure to provide temp-

orary relief would lead to. I therefore recommend that

the Secretary of State raise this issue with the Prime

Minister; I attach a draft minute with which Hong Yong

Department and South Asian Department agree.
