HONG KONG AND AMBASSADOR KENNEDY
The attached note reports on my visit to Hong Kong on 69 June. For convenience the main points are set out below.
2. The visit was useful as a two-way briefing exercise, even though the negotiations with Kennedy were postponed.
3. The Hong Kong and UK positions on textile trade policy are now much closer than they were.
4. The Hong Kong negotiating position for Kennedy is very tough indeed. As things stand at the moment, there is no danger of their selling any important passes and I would expect the negotiations to produce no agreement.
5. I told Hong Kong that in my view there would be no advantage in my returning for the postponed negotiations; I would suggest that no one should come from London unless Hong Kong, in the light of developments, itself requested a UK representative.
