HONG KONG AND AMBASSADOR KENNEDY

There is an error of omission which I should rectify in my note of 15 June reporting on my visit to Hong Kong as it could lead to misunderstanding.

With regard to the Hong Kong position on Kennedy, I should have mentioned that, if the Americans felt it necessary for presentational reasons, Hong Kong would be prepared to concede an overall level of restraint if they got their way on essential points. However, this would be constructed by summating. cotton quotas (some not fully taken up) with non-cotton performance and would allow for growth. As a general restraint, therefore, it would have no bite. And the important point remains that they would not concede automatic trigger points involving restraints for individual items in the "basket".
