dependent territories we would be justified in excluding her's).

Portugal has not yet made any claim on behalf of her dependencies,

Angola, Mozambique and Macao (which benefit under the Australian

preferences scheme introduced in 1966). If she does, we shall

be presented with a political problem in UMORAD since the Commonwealth,

and all the African countries, would strongly oppose their inclusion.

15. 25 Members of the Group are Commonwealth countries and will

benefit from the EEC and most other donors' schemes. Those granting

reverse preferences to the UK or BBC and unwilling to undertake to

abolish them will be excluded from the US scheme, if insistence on

this undertaking is maintained. Another 23 members are ascociated

with the DC under the Yaounde Convention or agreements with

Madagascar and the Mahgreb. All these will be included in the BBC

and other schemes although, with one or two exceptions, their

links will exclude them from the US scheme. We must clearly include

them all. Annex D shows that our existing imports of manufactured

goods from thon are just under 223 million most of which is copper

from the Congo 7.

16. There are 45 (?) other members of the Group of 77. Our total

imports of manufactured goods from them are 2103 million, but of

these £59 million comes from Chile consisting mainly of copper in
