13 A further - largely presentational - reason for their inclusion

is that in future reviews in the OECD of the comparability of the

schomes we shall wish to take credit for our imports from

Commonwealth countries in addition to any increased imports from

non-Commonwealth developing countries. Our proportionately much

larger imports from developing countries will be a good basis from

which to press for improvements in other countries' schemes. The

developing Commonwealth will also expect us to include them

all in our UNCTAD beneficiaries. It should be noted that we

shall therefore have to include Malta, which is not a member of

the Croup of 77 and will not be benefiting in the schemes of the

BBC or probably the USA.
