Hong Kong and other dependent will not be included at the start of the Japanese Generalised Preference Scheme on 1 August this year. The most probable date for their subsequent inclusion is

1 April 1972. The final shape of the Japanese offer to Hong Kong has not yet been decided.

HONG KONG ATTITUDE TO RESTRICTIONS

Hong Kong wishes to avoid discrimination against itself and in favour of its competitors. It does not seek new advantage from the Generalised Preference Scheme.

LIKELY EFFECT OF JAPANESE EXAMPLE ON OTHER GPS DONORS 3. The EEC have already included Hong Kong in their GPS, subject to some limitations. Hong Kong will of course be included in the United Kingdom scheme. The has not yet been made barn position of the United States is at present thelear but I sincerely hope that they will find it possible to match the offers to Hong Kong made by the other major donors.
