1. We have now had a chance to look at paper AE(71)35 in its final version as circulated and to prepare a draft letter for Mr Wood to send to the Secretary of State, incorporating his views. I shall be taking a copy of this document to Paris with me later this evening and we hope to telegraph Mr Wood's confirmation of the text with any amendments some time tomorrow.

2. Meanwhile, however, I understand that it is the wish of the Secretary of State's Frivate Office (since Mr Wood will be unable to attend next week's AE discussion) that the views of the whole FCO, including the ODA, should be incorporated in the brief for the Secretary of State. I am accordingly sending you a copy of the draft letter in its present state and we shall let you know of any changes which Mr Wood wishes to see made in it. No doubt you will arrange for the other relevant sections in the geographical and Trade Policy parts of the FCO to contribute to the formation of the brief, taking account of our points.

3. I should mention that Cabinet Office were expecting Mr Wood to put in his views separately and had asked that we should let Sir William Nield have a copy of anything that was sent. If our comments are reflected fully in the briefing for the Secretary of State, I take it that this will not be necessary. Perhaps you could explain the position to them.
