BRIEF FOR SECRETARY OF STATE FOR AE MEETING ON 25 OCTOBER AE(71)35: GENERALISED PREFERENCES AND COTTON TEXTILES
I attach a draft brief for the Secretary of State on this item at the AE meeting on 25 October. I shall be most grateful for comments or clearance by lunch time tomorrow, Friday 22 October.

I attach a copy of a letter received this morning from Mr Buist at the ODA, together with a draft letter from the ODA Private Secretary to Mr Graham. This so strongly opposes the DTI line in paragraph 7 of the paper that I do rot believe that agreement on the whole of the paper can be reached at the meeting. The important thing, however, is to reach agreement on the recommendations in paragraph 14 and to do this I do not believe that reconciliation of DTI and OLA views is necessary.
3. I know that you and others to whom this minute is addressed have strong views in favour of duty free quotas against the LTI preference for belt and braces. I hope that you may think that your interests will be taken are of by paragraph 11 of the brief; you will no doubt suggest additions to the brief as a whole if you think it necessary at this stage. My object, as you will see, has been to make a case for paragraph
14 of the paper and to endeavour to exclude irrelevant considerations however important they may be.
