Although avoidance of discriminatory treatment is important to, and will be realised by, Hong Kong (paragraph 8 of Mr Kemmis' minute) I have not included any reference to reduced GPS benefits vis-a-vis the EEC or "the most Hong Kong can hope for" since it might be construed as indifference on the part of HMG.
