HONG KONG AND EEC GPS

The top copies of telegrama dealing with the day to day working of the EEC's GPS scheme as it applies to Hong Kong are at present attributed to EID(1). This is wrong. EID's interest in this question was origin- ally to seek in the negotiations with the Six Hong Kong's inclusion as a GPS beneficiary of the Community. This interest has now passed.

I have discussed this with Trade Policy Department. Their interest in the question has also declined since the scheme is now fully in operation. The current issue is a bilateral one between Hong Kong and the EEC and is therefore essentially for Hong Kong Department. There is no general point of GPS doctrine at issue. I suggest that the top copies of telegrams on this subject should therefore in future go to Hong Kong Department with the remainder of the distribution as at present.
