CONTACTS WITH THE COMMISSION: GENERALISED PREFERENCES

1. In accordance with the agreement reached in the Meeting of Deputies on 23 February (telegram No. CODEL 75 Saving) a first meeting was held with Commission officials on 6 May to discuss the adaptation of our offer under the UNCTAD Scheme of Generalised Preferences to that of the Community.. Di Martino led for the Commission, accompanied by Tran, Maltzahn, Duisbourg, Boissevain, Falkenberg, Helmert, and Boselli; and Miss Lackey led for the UK, together with Kemmis, Whaley, Billingham (DTI) and Jeremiah. (HM Customs and Excise).

Three main subjects were discussed:

i. The determination of sensitive and semi-sensitive products;

Calculation of butoirs and plafonds;

ii.

iii.

The relationship between national and Community customs controls.

On all three the declared purpose of the UK side was to open a dialogue and where possible to establish the details of the offer left unclear in the Commission's paper (enclosed with Cooke's letter to Perceval of 19 March).

On all three subjects the Commission made clear that much bargaining within the Community had been done, and remained to be done, before the detailed means of implementing the offer could be settled. In answer to questions, they explained that the detailed regulations governing the offer, including certification of origin and procedures for the admission of goods by customs authorities, were to be drafted over the next few wocks, in time to implement the offer on or about 1 July 1971. For some years thereafter, the offer would remain subject to the possibility of modification. Adaptation of candidates' offers to that of the Community was likely to take place during this period.
