7. In answer to a question by Mr Bottomley, MR CLEVELAND

confirmed that there was nothing new to say about the American's

attitude to the inclusion of Hong Kong in their GPS. The

American draft legislation on the GPS was currently "in limbo"

(it would be presented to Congress more in an aid than a trade

context). The possible inclusion of Hong Kong in the American

scheme could be linked to the way in which Ambassador Kennedy's

negotiations on textiles evolved (Mr Cleveland said that
