The Prime Minister said that we were grateful that talks had been arranged with Hong Kong for their inclusion in the Japanese preference scheme. Mr. Aichi replied that he did not think that there would be time to include Hong Kong in the scheme by this August but they intended to do so at the next stage. Mr. Aichi referred also to liberalisation of imports of whisky and biscuits.
Mr. Aichi extended a warm invitation to the Prime Minister to visit Japan. The Prime Minister said that he would much like to do this but entered into no cammitment.
I am sending copies of this letter to Manley (Department of Trade and Industry) and Tickell (Chancellor of the Duchy of Lancaster's Office).
