On 1 August the first generalised preferences train will
start running. However, dependencies such as Hong Kong,
Papua, New Guinea etc will not be in time for that train.
I hope, however, that a second train will be running as
soon as possible. This being the case I think it will be
necessary to take measures to make a number of exclusions.
Within 2 or 3 days, a Mission from Hong Kong will be
visiting Japan and we hope to have detailed discussions with
them at that time.
