You will have received our telegram no. 73 of today's date reporting the discussions which we and Bottomley have had here this week on Generalised Preferences. I enclose with this letter a copy of John Whitehead's minute about his talks with Otaka, and also an extract from the record of the meeting between Bottomley and Hirahara on 27 January. You will see from both of these that the dependent territories question will still give us some trouble with the Japanese. I hope therefore that you will be able to let us have an Aide Memoire and supporting material as soon as possible. From now on I think we shall have to take up the running with the Japanese on this subject here, since Endo does not seem to have been giving you the full flavour of the Japanese position.
